Methodology & Regulatory Provenance
CBAM certificates = CBAM factor × max(0, embedded emissions − CSCF × BMg_B) × tonnage. CSCF = 0.87. CBAM free-allocation benchmark values are currently sourced from Commission Implementing Regulation (EU) 2025/2620 (production-route benchmark differentiation, Column B). The 2026 values were derived using estimated 2026–2030 EU ETS benchmark inputs. Commission Implementing Regulation (EU) 2026/1412 establishes the final EU ETS benchmarks for 2026–2030; under Regulation (EU) 2025/2620, the CBAM benchmarks are to be reviewed and revised based on those final ETS benchmarks for goods imported from 1 January 2027. The default value of 1tCO2e/t is the statutory Annex I default (with the year's mark-up applied) for the product's country of origin, under Regulation (EU) 2026/1740 correcting (EU) 2025/2621 — used automatically whenever actual measured emissions aren't supplied.
